I love this SO MUCH. Honestly, it's still under-stated for the late 1820s! Can you widen the ruffle over the shoulders? Things were almost wing-like, and it looks like it widens on the plate. It also narrows the waist. (If you've gotten it sewn down, then forget about it.)
I'm sorry there's not enough cording for the back seams. :( Have you got the rest of the design set there? Maybe you can extend the ruffle into that collar shape that was SO common, and make it dip lower down to cover the upper half of the back. Then use the cording just where it's visible.
I saw you've tried making the black dots bigger. Is it possible to make them REALLY big, use an orange background, and switch to medium/dark brown instead of black? I think the high contrast of the whole thing - from the black to the white, the white to the orange - is part of what's making that part grab so much attention. Your orange plate has lots of detail, but it's not so high-contrast.
